Why is there a delay between messages in chat?

Why do I have to wait so long between sending messages in chat? It's hard to chat when an ERROR message comes up saying I need to wait before sending my next message. is there something I can do to pick up the pace?

I am aware of this issue but the issue does not happen to myself. In fact I have disabled the timeout on messages entirely.

My best guess is an issue with the actual software that only effects some users?? I will keep an eye out for updates that might solve this

@stuckdeep It is on the admin side but have only just disabled. The was another issue that may of been the cause of this issue as users all got the same IP for a while and the software bases the message limits on IP's but that was fixed a week ago.

So please let me know if the issue persists after those changes, I have tried my best but the issue has not happened to me personally so very hard to trace it
