Looks like those guys are parked and not yet stuck.
Beach patrol, police, emergency, surf fishing, beach vehicle permit holders, occasionally to routinely get stuck in sand, dry sand by the dunes to wet sand by the water's edges. North Carolina Outer Banks is a hot spot of beach stuck. Brigantine, New Jersey has a vehicle access beach and someone there publishes a calendar with a stuck vehicle for each month.

The guys are really smart, but you don't see any wheels spinning or digging in.

@SD78QSK U right! Saddly these guys are not stuck but the wheels look sinked into the sand, maybe they'll need to pump the pedal and push the car to go away
